PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing a concrete block capable of shortening a period for which a mold is exclusively occupied by shortening the time until the release of mold. SOLUTION: The apparatus is equipped with a flat plate 3 to be a bottom mold, the mold 4 which is arranged on the flat plate 3 and whose upper and lower faces are opened, and a top mold 5 which presses a concrete under an uncured condition filled in the mold 4 from the upper side to mold the bottom face of the concrete block 20. In the top mold 5, a projecting part 51 is formed on the whole peripheral edge part of the bottom face for molding the bottom face 21 of the concrete block 20. In addition, on the inside of the lower end of the mold 4, a projected inclined face forming part 42d for forming an inclined face 24 on the upper face edge part of the concrete block 20 is provided.
