PROBLEM TO BE SOLVED: To provide a wireless communication system capable of controlling transmission power at an appropriate value even if an E-DCH (Enhanced Dedicated Channel) is used.

SOLUTION: A wireless base station apparatus 201 counts the number of resending of received user data, and transmits the number of the resending to a wireless network controller 101. The wireless network controller 101 calculates a target SIR (Signal to Interference Ratio) based on the number of the resending, and transmits the target SIR to the wireless base station apparatus 201. The wireless base station apparatus 201 controls the transmission power of a portable terminal 301 based on the target SIR.
