TRAFFIC CONTROL SYSTEM AND METHOD

PROBLEM TO BE SOLVED: To provide traffic control system and method capable of effectively achieving the suppression of congestion occurrence and the reduction of congestion by using coupon distribution.

SOLUTION: On the basis of a simulation result of a road network traffic state inputted to a traffic state input part 101, a judgment part 102 judges a road link in which congestion may be predicted and determines the contents of coupons usable in neighboring facilities such as a shopping mall and a service area which adjoin the road link and coupon distribution starting time and a coupon distribution part 103 distributes coupons to vehicles of driving the road link at the time.
