PROBLEM TO BE SOLVED: To enable a user to easily switch a cooperation as the object of the operation of management processing.

SOLUTION: A security management part 14 confirms a user who tries to log-in. The security management part 14 selects cooperations whose management processing operation is permitted by the user among a plurality of cooperations based on authority information stored in an authority information database 23 according to a request from the user. The security management part 14 requests the user to designate one of the selected cooperations, and determines the management processing to one cooperation selected by the user as the object of operation by the user. Furthermore, the security management part 14 determines conditions in the case of performing management processing relating to the cooperation designated by the user based on condition information stored in a condition information database 24.
