<P>PROBLEM TO BE SOLVED: To solve a problem of impairing flatness as a whole because only a paving stone of large load sinks and a luminaire or the like of small load projects from the paving stone when arranging components of the luminaire or the like adjacently to the paving stone. <P>SOLUTION: A paving stone body 0100 is provided with through-holes 0101 formed in stepped shape. The components disposed in the through-holes are thereby locked by the stepped shape, and even if the paving stone body sinks, it sinks while maintaining the initial state of a position relationship between the paving stone body and components.
