PROBLEM TO BE SOLVED: To provide a specific object person detecting system capable of listing persons who have contracted for a call designation discount service or a call designation fixed-charge service and may be charged the unexpected amounts of money, when designated destinations have made changes to other mobile phone communication companies by utilizing MNP. SOLUTION: When the mobile phone of a destination in the call designation discount service or the call designation fixed-charge service is made a change to another mobile phone communication company, without having to change the telephone number of the mobile phone, an object person detection means of the specific object person detection system detects object persons who have placed calls or received calls with this mobile phone of the destination, after this change within a period of charging the amount of money for use, and an output means outputs information relating to object persons detected by the object person detection means.
