PROBLEM TO BE SOLVED: To provide a bus arbitration apparatus and a bus arbitration method for arbitrarily setting the priority of devices, and arbitrating bus use right conflicts between devices, optimally according to an operation state of a system. SOLUTION: In an order register 52, an initial value register 54 and a counter 56 which correspond to each of devices 1 to 4, the order of monitoring a count value, an initial value and the count value are respectively stored. The order register 52 and the initial value register 54 are programmable registers to suitably rewrite the order of monitoring count values and an initial count value according to the operation state of the system. A bus arbitration circuit 42 periodically monitors the count values of the counter registers 56 of respective devices 1 to 4 and arbitrates only the device having the a prescribed count value (e.g. "0").
