PROBLEM TO BE SOLVED: To provide a rail fastening device for adjusting level displacement capable of fastening a rail reliably even if adjusting level displacement by a height adjusting pad and further changing the adjusted height. SOLUTION: The rail fastening device 100 comprises a clip 110 with one end provided with a step part 111 engaged with a rail bottom part and with the other end provided with a circular arc face 112 to abut on a clip bearer 200; a variable washer 120 arranged on the upper face of the clip 110; and a fastening bolt 190 and a locknut 180 for mounting the clip 110 to a support body such as a track slab through the variable washer 120. The clip 110 comprises a washer receiving part 113 of circular arc shape at the upper face, and an oval hole 114 for inserting a fastener 190 through the washer receiving part 113. The variable washer 120 comprises a flat upper face 121, an arcuate bottom face 122 coinciding with the washer receiving part 113, and an oval hole 123 corresponding to the oval hole 114 of the clip 110.
