The device has a clutch arm (100) with a pedal (102) and socket (106) formed at respective ends of the arm. The clutch arm rotates around a rotary axle part (104), if external force is exerted on the pedal. A sleeve (110) inserted into the socket and has a heading section protruding from the socket. An elastic unit (120) is provided between the socket and sleeve, and a sleeve plate is brought in contact with the section. The sleeve is moved within the socket during rotation of the arm, where pressure is applied on a main cylinder using a connecting rod (140) during rotation of the arm.
