A device and a method for relaying a payment message subsidiarily, and a program recording medium thereof are provided to perform transaction between a payment terminal and a payment server smoothly regardless of abnormality of a VAN(Value Added Network) server by relaying the payment message instead of the VAN server when the abnormality occurs in the VAN server. A receiver(105) receives a payment approval request message from a card terminal(145). A checker(115) checks whether abnormality occurs in a VAN server(135) replaying the payment approval result message to a payment server(140). A message processor(120) transmits the payment approval request message to the VAN server when the VAN server is normal, and relays the payment approval request message to the payment server by reading/checking credit card company information from the payment approval request message when the VAN server is abnormal. A sub payment message relay device(100) is installed in a member shop including the card terminal, or on the network connecting the card terminal and the VAN server. An information storage(125) stores a payment related text received through the receiver for the backup of the VAN sever.
