PROBLEM TO BE SOLVED: To provide a communication apparatus, communication system and communication method including an appropriate arbitration mechanism even when a contention occurs when initializing an address or setting a server. SOLUTION: A home network system comprises a base station 1 which uses Bluetooth(R) for mutual communications, and a plurality of echo net equipment 2. When a certain node transmits an initialization request of a MAC address, the other node that receives this request (including the other node which transmits the initialization request of the MAC address at that time point) is disabled to transmit the address initialization request for a predetermined term, so that initialization requests to the same MAC address do not contend and trouble such that an address is double imparted, does not occur. Each of nodes that receive the address initialization request, does not transmit an address initialization response before the lapse of its own MAC address value×predetermined time T1 from the reception of the request, thereby preventing trouble such that a plurality of responses are received in a contentional manner.
