Within each group equivalent system is determined for transmission channels on basis of one or several transmission channel characteristics. Then metric of each group is introduced on basis of equivalent system, for example signal-noise ratio (SNR) set required for equivalent system to maintain mean spectral activity. Each data flow speed is determined on basis of metric connected to data flow.
