A recycled polyurethane block foam, a polyurethane board using the same and a manufacturing method thereof are provided to improve usage of waste polyurethane and to manufacture an inexpensive high-quality product by utilizing improved recyclate polyol to fill an empty space between the wastes. A manufacturing method of a polyurethane board comprises the steps of: throwing waste polyurethane as a disused shape in a mold without a treating process like pulverizing; pouring a mixture of resin premix(a first solution) and isocyanate compound(a second solution) at a weight ratio of 1: 1~2 in the mold, to fill an empty space between the wastes; foaming and hardening the mixture, manufacturing a block foam whose empty space between the wastes is filled, and taking out from the mold; maturing at a room temperature; and cutting the polyurethane block foam to the thickness desired by a user using a skiving machine. The resin premix is made by mixing an additive to a mixture of improved recyclate polyol and pure polyol. The improved polyol is made by esterifying at high pressure vacuum of recyclate polyol glycolysis using waste polyurethane foam and glycol, added with more than one among adipic acid, adipic salt, adipic ester, and dioctyl adipate.
