An apparatus for sterilizing and purifying seawater is provided to remove various foreign particles in the seawater and sterilize harmful germs and bacteria, thereby preparing clean seawater containing high concentration of dissolved oxygen. A flow meter(20) is connected to an air inlet hose(8a) to elevate balls depending on the input amount of air. The flow meter is fixed to one side of a body(2) such that the input amount of air is controlled by a control valve(22). An air transport hose(30) is lengthily hung down so as to prevent seawater(W) from flowing backward from a venturi injector(8) to the flow meter. Both of the air transport hose are connected to the venturi injector and the flow meter. A cylindrical type vortex-generating pipe(40) is connected to an inlet pipe(3) such that an end of the inlet pipe penetrates the vortex-generating pipe in a tangential direction. The vortex-generating pipe is erected within a first water tank so that vortex of the seawater is flatly generated when the seawater is discharged by an input pressure of the seawater. A discharge port(50) is formed at an end of a discharge pipe(9) above the first water tank. The discharge port has a funnel shape of which a lower portion is wide.
