A color filter substrate, a liquid crystal panel and a liquid crystal display device including the same are provided to embody the liquid crystal panel of high image quality by preventing after glow due to ion impurities from occurring. A color filter substrate includes a substrate(110), a black matrix(120), a plurality of color filters(130), an overcoat(140), and a common electrode(150). The black matrix is formed on the substrate and is made by conductive material. The plurality of color filters are formed on the substrate and the black matrix. The overcoat is formed on the plurality of color filters. A first voltage is applied to the common electrode and a second voltage is applied to the black matrix. The common electrode is formed of transparent conductive material. The first voltage is a common voltage. The second voltage is a negative DC voltage or a positive DC voltage.
