A plasma display device is provided to prevent electrical shock to a driving unit of the display device by adjusting rotating speed of a dither mask based on APL(Average Power Level). A plasma display device includes a PDP(Plasma Display Panel,100) and a driving unit(110). The PDP displays an image. The PDP includes first and second electrodes which are parallel to each other. Third electrodes of the PDP cross the first and second electrodes. The driving unit represents grayscale of an image using a dither mask. When the APL of the image data is a first level, the driving unit rotates the dither mask at a first speed. When the APL of the image data is a second level, the driving unit rotates the dither mask at a second speed which is smaller than the first speed.
