A scooter with a tube fixing device is provided to obtain exciting and safe water play instrument using a propeller made of a flexible material. A scooter with a tube fixing device includes handles(8), a belt(3), male and female hooks(4), a rubber pad, a plastic pad, and a propeller protection net(2). The handles are installed at both sides of an upper end of the scooter. The belt is wound on the handles. The male and female hooks are installed at both ends of the belt. The rubber pad and the plastic pad wind the belt and are fixed on the upper end of the propeller protection net. A propeller is made of a urethane material. The male and female hooks are fastened to each other to attach both ends to each other.
