A machine for guiding e-money exchange between IC cards is provided to enable a user to transfer e-money to another user and recharge the e-money received from another to the IC card in anytime/anywhere without using a recharging terminal by using an information processing system communicating with the IC card through an IC card communication terminal. An e-money exchange controlling module(101) is installed in an information processor(10a,10b), which is connected to a financial facility server(20) while communicating with a neighboring IC card(1) through an IC card communication terminal(2,3), and controls an e-money exchange procedure between the neighboring IC card and an external IC card(4) according to user operation while operating an e-money exchange guide frame through the information processor. An e-money offsetting module(109) offsets a transferred amount from the neighboring IC card of a user when the e-money transfer information of the user is transmitted to the financial facility server through the e-money exchange guide frame. An e-money recharging module recharges the e-money to the neighboring IC card as much as e-money recharging information received from another user having the external IC card. |
