An epoxy resin mortar composition, and a method for constructing the surface of concrete by using the composition are provided to reduce the construction step and to decrease the cost and time for maintaining and repairing the surface of concrete. An epoxy resin mortar composition comprises a solventless primer agent which comprises 100 parts by weight of a base resin comprising 70-80 wt% of an epoxy resin, 10-25 wt% of a reactive diluent, 1-19 wt% of an inorganic filler and 1-5 wt% of a coagulant, and 30-50 parts by weight of a curing component comprising 30-60 wt% of polyoxypropylene diamine, 10-30 wt% of at least one selected from triethylene tetramine and diethylene triamine, 5-20 wt% of aniline and 10-20 wt% of an accelerator; and a mortar agent which comprises 100 parts by weight of a base resin comprising 70-80 wt% of an epoxy resin, 5-25 wt% of a reactive diluent, 0.01-5 wt% of a nonreactive diluent, 1-10 wt% of an inorganic filler, 1-5 wt% of a coagulant, 1-3 wt% of a flame retardant and 0.01-1 wt% of an antifoaming agent, and 30-50 parts by weight of a curing component comprising 30-60 wt% of polyoxypropylene diamine, 10-30 wt% of polyamide, 0.01-10 wt% of aniline, 0.1-10 wt% of at least one selected from triethylene tetramine and diethylene triamine and 5-20 wt% of an accelerator.
