In case an area to be noted is designated at a portion of an image, various operations exploiting the designation are realized on the decoding side. In an image encoding device (100), a ROI setting unit (20) sets a ROI area in the image. An entropy encoding unit (14) encodes the image in entropy. A ROI information encoding unit (24) encodes information for specifying the ROI area. An encoded stream creation unit (16) creates an encoded stream while explicitly containing the encoded image and the encoded information. This information may contain, in case a plurality of ROI areas are set in the image, the priority of the areas. |
