An apparatus and a method for warning a disaster in a mobile communication system are provided to enable a portable terminal to access a disaster relief server and receive disaster measures in a region, where the portable terminal is positioned, from the disaster relief server, thereby enabling users in an emergency to escape from the disaster quickly. A method for warning a disaster in a mobile communication system comprises the following steps of: allowing a portable terminal(201) and a disaster relief server(203) to communicate with each other(205); allowing the portable terminal to acquire the location of the portable terminal(207); allowing the portable terminal to transmit the location of the portable terminal to the disaster relief server(209); allowing the disaster relief server to acquire disaster measures corresponding to the received location information(211); and allowing the disaster relief server to transmit the acquired disaster measures to the portable terminal(213).
