PROBLEM TO BE SOLVED: To remove foreign matter sticking to charging members and to reduce wear of the charging members and image holders, in a simple configuration. SOLUTION: The chargers (CRy+Hy, CRm+Hm, CRc+Hc, and CRk+Hk) include the charging members (CRy, CRm, CRc, and CRk) for charging the surfaces of image holders (Py, Pm, Pc, and Pk) by being rotated in contact with and following the rotating image holders (Py, Pm, Pc, and Pk). Inertial loads are applied to the charging members (CRy, CRm, CRc, and CRk) for making a peripheral speed difference between the image holders (Py, Pm, Pc, and Pk) and the charging members (CRy, CRm, CRc, and CRk) when the rotations of the image holders (Py, Pm, Pc, and Pk) are started and ended.
