PROBLEM TO BE SOLVED: To simplify manufacturing or management by minimizing kinds of inserts required when attached especially to a roughing end mill, while sufficiently reducing resistance or improving chip processing performance. SOLUTION: At an intersecting ridgeline portion between a rake face 12 and a flank face 14 of an insert body 11, a roughing insert C is formed with a wave-form cutting edge 15 undulating along the intersecting ridgeline portion. In the insert body 11, wave-form cutting edges 15A, 15B are formed at rotational symmetric positions rotated around a center line of an attaching hole 16 which is a reference line of the insert body 11 by a predetermined angle. The wave-form cutting edges 15A, 15B positioned at the rotational symmetric positions are formed such that at least parts thereof does not coincide but becomes asymmetric when the insert body 11 is rotated around the center line by the predetermined angle.
