PROBLEM TO BE SOLVED: To recycle a residue or a waste material of laminated panels, which are conventionally incinerated as wastes, by providing an apparatus capable of efficiently separating a surface material from residual materials and waste materials of a laminated panel obtained by making a thin iron sheet, aluminum sheet, and resin sheet overlie both faces of a core material. SOLUTION: A long, thin, and rectangular table, top and under cutters arranged in one end in the longitudinal direction of the table, and a push bar for pushing and moving a laminated panel on the table toward the cutters, and a moving apparatus for moving the push bar toward the cutters. Bearing blocks 34 energized downward are installed in lower side of both terminal end side of the table to journal an eccentric shaft end 46 of a roller shaft 36 journaling a press roller 6 and the top cutter 7 is attached to the bearing block and the eccentric shaft end 46 is rotated to control the relation of the blade edge of the top cutter and the height of the press roller is adjusted in accordance with the thickness of the surface layer material.
