A composite cylinder for a conveyer roller and a manufacturing method thereof, and the conveyor roller having the same are provided to prevent damage of products by a cushion function in case of conveying the products. A composite cylinder(10) for a conveyer roller includes first and second members(14,11). The first member is made of resin and has a hollow(13). A plurality of stopping grooves are longitudinally formed on an inner peripheral surface of the first member. The second member is made of material having higher hardness than that of the first member. A plurality of stopping units are projected on an outer peripheral surface of the second member. The stopping units of the second member are inserted in the stopping grooves of the first member.
