<P>PROBLEM TO BE SOLVED: To provide a fuel cell power generating system capable of stably cooling a fuel cell 2 at power failure, in the system which cannot continue to generate power, when power failure occurs during power generation (even if there is a fuel gas supplied). <P>SOLUTION: The fuel cell power generation system consists of a fuel cell 2 generating power and heat with the use of the fuel gas and the oxidant gas, a cooling means to cool the fuel cell, a power failure detecting means 17 detecting power failure, a back-up power source 18, capable of activating a cooling means at power failure, and a control device 19 that sequentially controls the fuel cell, the cooling means, or the like.
