PROBLEM TO BE SOLVED: To provide a base station device capable of performing congestion avoidance control suitable to the base station device based upon information on an environment, wherein the base station device is placed, that the base station itself has gathered in case of a disaster, such as an earthquake and a typhoon, causing the base station device to swing, especially, information regarding swings, and to provide a method for evading the congestion of the base station device. SOLUTION: A base station monitors whether the communication base station device 1 swings by an acceleration sensor all the times. If a large swing is observed, the base station autonomously performs the congestion avoidance control without waiting for control from a host communication network. The number of RFs (carriers) is autonomously controlled to perform few-user, large-capacity communication control to control of many-user, small-capacity priority (line-number guaranteed priority).
