PROBLEM TO BE SOLVED: To provide a method for manufacturing an information display panel having high display quality and high initial contrast. SOLUTION: The method for manufacturing an information display panel that has at least one kind of display medium comprising at least one kind of particles and having an optical reflectance and charging property, the medium sealed in a space between two opposing substrates at least one of which is transparent and that displays information such as an image by moving the display medium by an electric field generated within the substrates, is characterized in that: on manufacturing at least one information display panel from a mother panel, an initial activation treatment is carried out by connecting conductive members (electrodes) of the information display panel on each mother panel substrate of the mother panel and applying a voltage between the conductive members (electrodes) while inverting polarities to move the display medium; in a preferred example, the initial activation treatment is repeated from 10 times to 100,000 times; and on carrying out the initial activation treatment, the resistance between a voltage application portion of the mother panel substrate where a voltage is applied and the conductive member (electrode) of each information display panel is specified to 800 kΩor less.
