PROBLEM TO BE SOLVED: To achieve the movement processing of storage data through a buffer without increasing a processing time or the capacity of the buffer even when the capacity of one page of a flash memory is increased. SOLUTION: In moving storage data between physical blocks belonging to the same physical zone, data are read from a data register in a first flash memory including a first physical block configured in the physical block, and the read data are stored in a data storage means, and the stored data are transferred to a data register in a second flash memory including a second physical block belonging to the same physical zone as the first physical zone. In this processing, the reading of data from the data register in the first flash memory and the transfer of the data to the data register in the second flash memory are performed alternately or in parallel so that it is possible to move data to the second physical block as the physical block in the flash memory different from the first physical block from the first physical block without storing data for one page in the data storage means.
