<p><P>PROBLEM TO BE SOLVED: To provide an automatic toll collection system capable of performing charging processing without charging omission even if a driver performs illicit operation to an on-vehicle device. <P>SOLUTION: First road-to-vehicle communication is performed through a first antenna 101 (S31). An on-vehicle device ID and an IC card ID are collected (S32). The collected on-vehicle device ID and IC card ID are retained (S33). Second road-to-vehicle communication is performed through a second antenna 201 (S34). When the communication is impossible, charging specification data is formed to the IC card obtained by the first road-to-vehicle communication (S35). When the communication is possible, comparison with the on-vehicle device ID obtained by the first road-to-vehicle communication is performed (S37). Comparison with the IC card ID obtained by the first road-to-vehicle communication through the first antenna 101 is performed (S38).
