PROBLEM TO BE SOLVED: To provide a film or sheet to which an organic material chelate is applied and which has electric conductivity and light transmissivity. SOLUTION: This film or sheet is obtained by mixing MgF<SB>2</SB>powder with a chelate solution obtained by adding MgCl<SB>2</SB>to polyethylene oxide or polyvinyl alcohol in a molar amount of 20 to 40%, leaving the mixture in an N<SP>2</SP>magnetic field for several days to dissolve the MgF<SB>2</SB>powder in the chelate solution, developing the chelate solution on a glass plate, vacuum-drying the developed chelate solution.
