PROBLEM TO BE SOLVED: To provide a water-repelling, oil-repelling pigment which can be dispersed and compounded with a generally used binder without using an expensive fluorocompound-based binder, and to provide a cosmetic containing the pigment. SOLUTION: This water-repelling, oil-repelling pigment is characterized by treating the surface of pigment powder with a tridecafluorooctyl triethoxysilane represented by chemical formula (1) and a branched silicone.
