<p>Terminal capability information relating to the capability of a wireless terminal device in which at least one of a first frequency bandwidth for use in an up link and a second frequency bandwidth for use in a down link is variable is associated with a terminal category in advance. When the terminal capability information is received from the wireless terminal device, the terminal category is designated from the terminal capability information, a link is set to the wireless terminal device, and a control signal corresponding to the link setting is transmitted.
