PROBLEM TO BE SOLVED: To provide a ballast water purification treatment system by a thermal treatment method. SOLUTION: A heat recovery type purification treatment system 1 comprises a plate-type heat exchange device 3 for exchanging heat between high-temperature ballast water after purification treatment is carried out by the thermal treatment method and low-temperature ballast water drawn up from a water-intake port 21, a high-temperature maintaining device 5 for maintaining the temperature of the high-temperature ballast water obtained by heating the low-temperature ballast water as much as extinction time of plankton and sterilization with the plate-type heat exchange device 3, a water-intake line 2 for connecting the water-intake port 21 and the plate-type heat exchange device 3, a water-inlet line 4 and a water-outlet line 6 for connecting the plate-type heat exchange device 3 and the high-temperature maintaining device 5, and a water-filling line 7 for connecting the plate-type heat exchange device 3 and the water-filling port 81 of a ballast tank 8.
