PROBLEM TO BE SOLVED: To appropriately judge whether a pixel of interest is a still image or a moving image. SOLUTION: A frame differential signal S120 which is a differential signal between an input video signal S100 and a frame delay signal S110 obtained by delaying the video signal S100 by the unit of frame is generated by a difference detection part 120. The frame differential signal S120 is compared with a prescribed threshold by a judgment part 130 to output a motion detection signal S130 indicating a comparison result. Furthermore, the total number S140 of moving images obtained by accumulating the motion detection signal S130 is determined by a total number of moving images in area detection part 140. Then, the total number S140 of moving images determined by the total number of moving images in area detection part 140 is subtracted from the threshold used for processing of the present frame to determine a threshold used for processing of the next frame by a comparison part 131.
