<P>PROBLEM TO BE SOLVED: To provide a single component developer which enables oil-less fixation while enabling to preventing occurrence of uneven thickness, aggregation and sticking of a toner layer even in a developing device having a toner housing unit disposed above a developing roller or a toner layer regulating member, and to provide a developing device using the single component developer, and a process cartridge and an image forming apparatus equipped with the developing device. <P>SOLUTION: The developing device 5 includes: a developer carrier 16; a developer supply unit 15 including a developer supply means 18 that supplies a developer comprising a nonmagnetic single component development toner containing an organic boron compound onto the developer carrier 16; a developer housing unit 14 that is disposed above the developer supply unit 15 and houses the developer; a developer layer regulating member 17 that touches the surface of the developer carrier 16 to form a thin layer of the developer; and an aperture 20 that is disposed at a position excluding just above the developer layer regulating member 17 but just above the developer supply means 18 and that drops the developer from the developer housing unit 14 to the developer supply unit 15.
