PROBLEM TO BE SOLVED: To provide a hard-to-break water retentive structure by a simple method for one subject, and to provide an inexpensive and hard-to-break water retentive structure for the other subject. SOLUTION: This water retentive structure manufacturing method manufactures the water retentive structure by hardening slurry, by filling the slurry including a water retentive material and a curing material in a void of opening grain size asphalt or porous concrete. The water retentive structure manufacturing method is characterized by preparing the slurry so as to reduce the volume occupied by the water retentive material and the curing material, up to hardening the slurry, after being filled in the void of the opening grain size asphalt or the porous concrete.
