PROBLEM TO BE SOLVED: To provide a recording and reproducing device which allows a user spend waiting time without getting bored until a device which has received an instruction from the user completes various processing. SOLUTION: When a recording and reproducing device receives a predetermined instruction beforehand such as a recording start instruction, a writing time arises to complete recording after receiving the instruction. During that time, even if a user sends an instruction to the recording and reproducing device, the user cannot immediately receive a response, so that the waiting time occurs. In this waiting time, an in-operation reproduction section of control part, outputs a moving image, voice or an image recorded on a storage medium such as a hard disk, to an external monitor etc. Thereby recording processing and reproduction processing are performed in parallel.
