PROBLEM TO BE SOLVED: To prevent waste of resources assigned for guaranteeing the communication quality (QoS) of an opposite party radio communication terminal of a radio communication terminal when the communication quality is not guaranteed. SOLUTION: The radio base station is provided with a QoS determining section 343 for determining whether or not the communication quality of first radio communication to be performed with a radio communication terminal in an area controlled by itself is guaranteed, and determining whether or not the communication quality of second radio communication to be performed with an opposite party communication terminal (radio communication terminal 2A) of the radio communication terminal and a connection destination base station (radio base station 4A) of the opposite party communication terminal is guaranteed; and a QoS control section 344 for releasing the guarantee of the communication quality of the first radio communication when the communication quality of the first radio communication is guaranteed and the communication quality of the second radio communication is not guaranteed.
