PROBLEM TO BE SOLVED: To provide a nonhalogen flame-retardant adhesive composition having excellent migration resistance not only in a single layer plate structure but also in a copper-clad plate having a densified multilayer structure and the like. SOLUTION: The flame retardant adhesive composition comprises (A) a nonhalogen epoxy resin, (B) a carboxy-containing acrylic resin and/or a carboxy-containing acrylonitrile-butadiene rubber, (C) a curing agent, (E) a specific phosphinic acid-based compound and (F) an ion scavenger and/or a heavy metal-inactivating agent.
