PROBLEM TO BE SOLVED: To determine the position of the engagement of fixed rack teeth with movable rack teeth when a lock bolt is positioned at the end of an elongated hole (for telescoping). SOLUTION: A distance bracket 16 joined to an upper jacket 6a is held between a pair of side brackets 13, 14. The lock bolt 17 extending through the pair of side brackets 13, 14 is inserted into the elongated hole 19b of the distance bracket 16. A cam mechanism 22 pressing the movable rack teeth 20d formed at the end of a fixed cam 20 is installed on the fixed rack teeth 19c formed on both sides of the elongated hole 19b. A guide sloped surface 19e is formed by extending the end sloped surface 19d of a tooth groove positioned at the end of the fixed rack teeth 19c toward the fixed cam 20 so that the end sloped surface 20e of the addendum positioned at the end of the movable rack teeth 20d is brought into contact therewith and guided to the end sloped surface 19d of the tooth groove for engagement when the fixed cam 20 is moved with the inner surface wall 19g of the elongated hole 19b at the end brought into contact with the lock bolt 17.
