PROBLEM TO BE SOLVED: To provide a compact optical device in which a movable plate is turnable around an X-axis and a Y-axis orthogonal to the X-axis, and to provide an optical scanner and an image forming apparatus. SOLUTION: The optical device 1 of the present invention has: a movable plate 21 provided with a light refection part 211; a supporting part 22; a pair of connecting parts 23 and 24; a first driving means 5 which turns the movable plate 21 around the X-axis; a second driving means 6 which turns the movable plate 21 around the Y-axis, wherein the second movable means 6 is provided with piezoelectric elements 61 to 68 which turn the supporting part 22 together with the movable plate 21 around the Y-axis, and each of piezoelectric elements 61 to 68 is disposed at a position separated from the Y-axis so as to be elongated and contracted in the thickness direction of the movable plate 21.
