The device has an injection hole passage including wall length from an inlet of an injection hole (7) to an outlet of the hole. The wall length of a long section (7a) of the passage positioned in a flow-upward side of a flow direction of a fluid flow (A) is provided with large flow intensity. The wall length of the long section is larger than the wall length of a short section (7b) of the passage positioned in a flow-downward side of the flow direction. The wall length of the short section has large flow intensity.
