The unit has a positive temperature coefficient (PTC)-unit (6) and electrical conductor paths (4) that rest against opposite side surfaces of the PTC-unit. The electrical conductor paths are surrounded in an external-side by a non-electrical conductive insulating layer (8). The insulating layer has a ceramic plate and a plastic foil, where the plastic foil is arranged in an outer side of the ceramic plate and is laminated on the outer side of the ceramic plate. An independent claim is also included for a heating device for air heating.
