The object is to increase the amount of a protein produced by recombinant DNA method using a eukaryotic cell, particularly a mammalian cell. The object is achieved by using a moderately low temperature transcription control element comprising the nucleotide sequence: x1cccx5x6x7 (wherein x1 represents c, t or a; x5 represents g, c, a or t; x6 represents c, t, a or g; and x7 represents c, a, g or t) or a nucleotide sequence complementary to the nucleotide sequence or a moderately low temperature transcription control enhancer having the moderately low temperature transcription control element linked thereto.
