<p><P>PROBLEM TO BE SOLVED: To provide a method and a device for converting a digital signal efficiently conducting a process such as resolution conversion and reducing deterioration of a signal. <P>SOLUTION: The digital signal (a DV video signal) of an input first format is returned to a variable-length code by a de-framing section 11, decoded by a variable-length decoding (VLD) section 12 and quantized reversely by a reverse quantizing (IQ) section 13. A required resolution conversion is carried out to a reversely quantized video signal in an orthogonal conversion region (a frequency region) by a resolution conversion section 16. The video signal after the resolution conversion is reversely weighted/weighted by a weighting processing (IW*W) section 21, and quantized on the basis of a quantizer number (Q<SB>-</SB>NO) and a class number (a class) as the informations of the quantities of data of the input DV video signal by a quantizing (Q) section 19. The video signal is variable-length coded by a variable-length coding (VLC) section 20, and output as the digital signal (an MPEG video signal) of a second format. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
