PROBLEM TO BE SOLVED: To provide a VVT device or the like which can secure sealing performance in a sealing part between a bearing surface of a cam cap and a journal part of a camshaft and prevent the suction of air from the sealing part. SOLUTION: In a VVT device 10, a cam cap 34 covering a journal part 31a of an intake camshaft 31 keeps a retard-angle side oil hole 35a and an advance-angle side oil hole 35b in a retard-angle side hydraulic chamber 21 and an advance-angle side hydraulic chamber 22, respectively. Oil supply holes 36a, 36b for supplying a part of working fluid from an OCV 50 are formed in sealing parts 37a, 37b between the bearing surface 34a of the cam cap 34 and the journal part 31a of the intake camshaft 31. Openings 36c, 36d in the bearing surface 34a of the oil supply holes 36a, 36b are respectively provided to parts on both axially outside from openings 35e, 35f in the bearing surface 34a of the retard-angle side oil hole 35a and advance-angle side oil hole 35b.
