A reference vector object frame and a reference frame are selected from a plurality of frames which have been encoded. Information specifying each fr ame is encoded. A reference vector indicating a region on the reference vect or reference frame is set for the region-to-be-encoded. The reference vector is encoded. A corresponding region is searched by using the image informati on on the reference vector object region on the reference vector object fram e indicated by the reference vector and the reference frame. According to th e result, the reference region on the reference frame is set.
