PROBLEM TO BE SOLVED: To efficiently present disaster information useful to a user without deficiency.

SOLUTION: An information storing and providing device includes: a selection reference generating part for generating selection reference information which indicates an information content desired by the user; and a disaster information selecting part for determining the importance level of disaster information by collating the selection reference with the disaster information, and outputting pieces of the disaster information in a descending order of an importance level. Consequently, the necessary pieces of the disaster information are distributed to the user without deficiency, and pieces of information useful to the user are preferentially presented among a large pieces number of the disaster information.
