<p><P>PROBLEM TO BE SOLVED: To provide a method of compiling orthography rules, including compiling first and second orthography rules into individual Finite State Transducers by inserting elements of the rules into Finite State Transducer Templates. <P>SOLUTION: The individual Finite State Transducers are combined to form a single combined Finite State Transducer. Under one embodiment, Finite State Transducers are first combined based on a common core in the Finite State Transducers.
